The International Conference on “Current issues in the banking sector” was held at the National Bank of Moldova on October 18-19, 2010, organized by the Lawyers Association of Banking System, with the support of the NBM.
The Governor of the National Bank of Moldova, Dorin Dragutanu and the Finance Minister, Veaceslav Negruta participated at the event as well as the representatives of the Moldovan Ministry of Justice, Supreme Court, Court of Appeal, the Association of Banks of Moldova, CCECC, ASEM, USM and other institutions with related activities in Moldova. Among the foreign guests, there have been invited representatives from the Romanian Association of Legal Advisors of the banking system and from the Central Bank of Italy and Central Bank of Austria.
At the beginning of the Conference, the President of Romanian Association of Legal Advisors of the banking system, Natalia Sarbu and the Governor of the National Bank of Moldova, Dorin Dragutanu, have greeted the audience stressing the importance of legal implications in providing the technical part to the issues in the banking sector.
Furthermore, the experts from Moldova and abroad have given speeches, approaching the experience of central banks of Moldova, Romania, Italy and Austria. The conference guests referenced to the administrative control and banking supervision, law interference in the banking training and procedures for resolving disputes arising in connection with payment services.
In the second day of the conference, the Minister of Finance of Moldova, Veaceslav Negruţa, has congratulated those present at the conference with the Lawyers Day, referring then to the areas of interest requiring improvement in terms of legal approach. These aimed to simplify the lending procedures, the optimization of the insolvency of banks, finalizing the legal framework for payment system, the implementation of the correct schemes for the payment of debts to depositors etc.
Subjects discussed in the second part of the international conference reflected also the judgments on the clauses regarding the responsibility in banking contracts and consumer credit in terms of Directive 2008/48 and capital market development in Moldova.
