First Deputy Governor of the National Bank of Moldova (NBM), Mr Petru Rotaru participated in Capital Market Forum 2026, an event organised as part of the Moldova Business Week 2026 economic forum. The meeting brought together representatives of public authorities, regulatory institutions and the financial sector, as well as investors and members of the business community, with the aim of discussing the priorities and development prospects of the capital market in the Republic of Moldova.
The event took place in the context of the implementation of the National Capital Market Development Strategy for 2025–2030 and the launch of the Moldovan International Stock Exchange (BIMx). During the first discussion panel, entitled “Development Outlook”, three major areas were addressed: the strategic role of the capital market in the national economy, best practices based on Romania’s experience, and the strategic commitments undertaken by BIMx shareholders.
In his intervention, Mr Petru Rotaru highlighted the importance of developing a well-functioning capital market, stressing the need for the banking sector and capital market to complement each other in order to strengthen economic resilience. The NBM First Deputy Governor noted that, at present, financing of the economy is predominantly concentrated in the banking sector, while a developed capital market provides businesses with alternative sources of long-term financing and diversifies investment opportunities for investors.
Mr Petru Rotaru also noted that the new stock exchange structure, established through a partnership between the Bucharest Stock Exchange, the Government of the Republic of Moldova through the Public Property Agency, commercial banks and other businesses, creates the conditions for modern market infrastructure. In this process, the National Bank contributes by maintaining and optimising core financial infrastructure, such as the Central Securities Depository, modernising payment systems, including through the launch of the MIA Instant Payments system and preparations for joining the SEPA area, as well as through the gradual and prudent liberalisation of capital flows with a view to European financial integration.
“Capital market development is a long-term project and a joint effort that requires close cooperation among all stakeholders: authorities, regulatory institutions, the financial sector, businesses and investors. Within the limits of its mandate, the National Bank will continue to contribute to the modernisation of financial infrastructure and its alignment with European standards. Our common objective is to build a modern, well-functioning and credible capital market capable of mobilising resources for investment and supporting the sustainable development of the Republic of Moldova’s economy,” said NBM First Deputy Governor, Mr Petru Rotaru.
At the end of his intervention, it was emphasised that, for the new infrastructure to reach its full potential, it is essential to have issuers prepared for listing, well-informed investors, professional intermediaries and a predictable regulatory framework based on transparency, financial discipline and sound corporate governance.
