Bilateral relationships with other central banks and foreign regulatory and supervisory authorities

 

The existing cooperation of the National Bank of Moldova (NBM) with the central banks and regulatory and supervisory authorities from other countries focuses on the exchange of information, technical assistance, negotiation, conclusion and implementation of cooperation agreements (especially in the field of banking supervision). The NBM also collaborates with some central banks in order to carry out banking operations.

The NBM has signed the following cooperation agreements with central banks / banking regulatory and supervisory authorities from other countries:

  • Memorandum of Understanding between the National Bank of Moldova and the European Central Bank (of 22 September 2020);
     
  • Memorandum of Understanding between the National Bank of Moldova and the central bank of Hungary (Magyar Nemzeti Bank) (of 22 June 2020);
     
  • Memorandum of Cooperation between the European Banking Authority, on the one part, and some banking supervisory authorities of South-Eastern Europe, on the other part, of 23 October 2015. The NBM became a signatory party to this memorandum on 21 January 2019, after the European Banking Authority, following an assessment carried out in 2018, included the NBM in the list of supervisory authorities of non-EU countries whose confidentiality regimes in the field of banking supervision may be considered as equivalent to those applied in the EU countries;
     
  • Memorandum of Understanding on Cooperation between the National Bank of Moldova and the Central Bank of the Republic of Turkey (of 13 May 2018);
     
  • Memorandum of Understanding between the National Bank of Moldova and the Bank of Lithuania (Lietuvos bankas) (of 22 August 2017);
     
  • Memorandum of Understanding between the National Bank of Moldova and the Federal Financial Supervisory Authority from Germany (Bundesanstalt für Finanzdienstleistungsaufsicht - BaFin) Concerning their Cooperation in the Field of Supervision of Banks (of 3 November 2014);
     
  • Agreement between the National Bank of Moldova and the National Bank of Georgia on bilateral cooperation (of 1 June 2012);
     
  • Memorandum of collaboration in the field of banking supervision between the National Bank of Moldova and the Agency of the Republic of Kazakhstan on regulation and supervision of financial market and financial organizations (of 23 October 2006). Note: in 2011 the Agency's competences were transferred to the National Bank of Kazakhstan;
     
  • Agreement between the National Bank of Moldova and the National Bank of  Kazakhstan on cooperation with regard to the exchange of information and research in the financial-banking system (of 17 September 2003);
     
  • Cooperation Agreement between the National Bank of Moldova and the National Bank of the Republic of Belarus (of 26 December 2001);
     
  • Agreement between the National Bank of Moldova and the National Bank of the Republic of Belarus on cooperation in the field of supervision of credit institutions’ activity (of 26 December 2001);
     
  • Agreement on cooperation in the field of the banking supervision between the National Bank of Moldova and the National Bank of Romania (of 27 July 2001);
     
  • Agreement between the National Bank of Moldova and the Central Bank of the Russian Federation on cooperation in the field of supervision of credit institutions’ activity (of 14 September 1999).
