National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Delegația Republicii Moldova, condusă de ministrul Finanțelor, Octavian Armașu, și guvernatorul BNM, Sergiu Cioclea, a efectuat o vizită la Washington pentru a participa la Ședințele de primăvară ale Fondului Monetar Internațional (FMI) și Grupului Băncii Mondiale, care s-au desfășurat în perioada 16-22 aprilie 2018.
În cadrul vizitei, reprezentanții Ministerului Finanțelor și Băncii Naționale au discutat cu oficiali de rang înalt ai FMI, Băncii Mondiale, Societății Financiare Internaționale (IFC), Băncii Europene pentru Reconstrucție și Dezvoltare (BERD) și Comisiei Europene despre implementarea reformelor economice și bancare în Republica Moldova.
În special, delegația moldovenească a avut întrevederi cu Mitsuhiro Furusawa (director general adjunct al FMI), Poul Thomsen (director al Departamentului european al FMI), Anthony De Lannoy (director executiv al FMI pentru Moldova), Ben Kelmanson (șef al Misiunii FMI pentru Moldova), Kristalina Georgieva (director general al Băncii Mondiale), Cyril Muller (vicepreședinte al Băncii Mondiale pentru Europa și Asia Centrală), Frank Heemskerk (director executiv al Băncii Mondiale pentru Moldova), Satu Kahkonen (director al Băncii Mondiale pentru Belarus, Ucraina și Moldova), Georgina Baker (vicepreședinte al IFC pentru America Latina, Caraibe, Europa și Asia Centrală, Jason Brett Pellmar (director al IFC pentru Moldova, Ucraina și Belarus), Pierre Moscovici (comisar european pentru afaceri economice și financiare), Elena Flores (director al Comisiei Europene pentru relații economice internaționale), Alain Pilloux (vicepreședinte al BERD, responsabil de sectorul bancar), Betsy Nelson (director al BERD, responsabil de riscuri și conformitate), Francis Malige (director al BERD pentru regiunea Europei de Est si Caucaz), și alții.
Octavian Armașu și Sergiu Cioclea au mai participat la ședința de primăvară a Constituenței FMI și Grupului Băncii Mondiale, condusă de Belgia și Olanda, care reunește 15 țări din regiunea Benelux, Europa de Est, Caucaz și Israel.
Tot la Washington, oficialii moldoveni au purtat discuții cu reprezentanții Trezoreriei SUA și ai Departamentului de Stat, informându-i despre avansarea programului cu FMI și domeniile de colaborare în cadrul asistenței tehnice oferite de administrația americană.
Din delegația moldovenească au mai făcut parte Veronica Vragaleva, viceministru al Finanțelor, Vladimir Munteanu, prim-viceguvernator al BNM, și Cristina Harea, viceguvernator al Băncii Naționale.
