National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Banca Națională a Moldovei (BNM) a convocat şedinţa planificată a Consiliului Naţional de Plăţi (CNP) cu tema: Cooperare și inovare în domeniul serviciilor de plată și sistemelor de plăți.
La eveniment au participat reprezentanți ai autorităților din țară și de peste hotare, ai băncilor și prestatorilor de servicii de plată nebancari și ai instituțiilor de învățământ superior din Republica Moldova.
În deschiderea ședinței, viceguvernatorul Băncii Naționale, Arcadie Albul, a subliniat că în domeniul plaților urmează o evoluție, dar nu și o revoluție. „Ne dorim, în mod conștient și controlat, să îmbrătișăm inovația împreună cu piața. … Aceasta poate aduce riscuri și eșecuri, dar este un proces natural de evoluție și Banca Națională este gata să lucreze cot la cot cu piața să creeze premisele pentru dezvoltarea fintechurilor de plăți și să fie un catalizator între toți participanții”, a menționat oficialul BNM.
La întrunire s-a discutat despre bunele practici internaționale de dezvoltare a domeniului de plăți și aspecte care vizează: (i) implementarea Directivei serviciilor de plată 2 (PSD2); (ii) dezvoltarea diverselor soluții IT conform cerințelor PSD2; (iii) dezvoltarea metodelor de plată inovative; (iiii) diversificarea instrumentelor digitale de plată ș.a.
Ulterior, în scopul dezvoltării proiectelor noi în domeniul plăților, sub egida Consiliului Național de Plăți vor fi create două grupuri de lucru.
Astfel, experții vor face schimb de opinii pe marginea subiectelor respective, vor formula recomandări și propuneri de implementare cu eforturi comune, pentru a răspunde provocărilor la zi pe care le au de înfruntat în activitatea lor participanții la piața serviciilor de plată.
Consiliul Național de Plăți este conceput drept un forum profesionist de consultare la nivel înalt între diverse instituţii publice şi private, prestatori de servicii de plată și mediul academic pentru a asigura funcționarea eficientă și stabilă a sistemului de plăți din Republica Moldova.
