National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Guvernatoarea Băncii Naționale a Moldovei (BNM), Anca Dragu, a declarat, la încheierea unei vizite de lucru la București, că bursa de la Chișinău are șanse bune de dezvoltare, iar Republica Moldova poate fi și ea o piață de interes pentru companiile străine care sunt deja în România.
Timp de două zile, Anca Dragu a purtat discuții cu reprezentanții Bursei de Valori București (BVB), Autorității de Supraveghere Financiară (ASF) și Băncii Naționale a României (BNR). Acestea au vizat posibilitatea listării duale a companiilor moldovenești la bursa din Republica Moldova și cele de peste hotare și mecanismele de tranzacționare a acțiunilor și altor instrumente financiare la BVB.
Un accent în cadrul discuțiilor de la BVB l-a constituit studierea experienței și bunelor practici pentru dezvoltarea pieței bursiere din R. Moldova. Ca urmare a acestor întrevederi, guvernatoarea BNM a precizat că piața financiară din Republica Moldova are nevoie de o dezvoltare rapidă, iar relația cu BVB poate impulsiona acest proces: „De la București este un feedback pozitiv pentru că oamenii deja se cunosc între ei. Ne cunoaștem, colaborăm și cred că în curând vom putea să și funcționăm împreună”.
Potrivit guvernatoarei, sunt necesare modificări legislative și alte câteva măsuri care să asigure această funcționalitate.
Subiectele discutate cu reprezentanții Autorității de Supraveghere Financiară s-au axat, la rândul lor, pe cerințele legislației europene privind listarea la burse din state UE, în vederea asigurării accesului companiilor moldovenești si atragerea investițiilor pe piețe străine. De asemenea, s-au studiat cerințele de raportare de către societățile de investiții, precum și supravegherea operațiunilor cu acțiuni.
În continuarea vizitei, delegația BNM a discutat cu reprezentanții Băncii Naționale de la București despre supravegherea și reglementarea operațiunilor bursiere care implica active bancare, precum și mecanismele și măsurile de intervenție aplicate de banca centrală pentru asigurarea unui acționariat de calitate. Discuțiile purtate la București s-au soldat cu înțelegeri privind încheierea unui acord de colaborare în vederea schimbului de informații între autoritățile din supraveghere.
Vizita guvernatoarei BNM la București a avut drept scop promovarea interconectării piețelor de capital din Republica Moldova și România și ea a avut loc în continuarea discuțiilor de la Forumul „Moldova-România: capital Bridges”, convocat recent la București cu participarea oficialilor de rang înalt din cele două state. Din delegația Băncii Naționale a Moldovei au mai făcut parte viceguvernatorii Constantin Șchendra și Tatiana Ivanicichina, consilierul Alexandru Savva și șefi de subdiviziuni ale BNM.
