National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova supervises the payment system of the Republic of Moldova and promotes a stable and efficient functioning of the automated inter-bank payment system
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Mr. Vitalie Lemne, Member of the Supervisory Board of the National Bank of Moldova, is not an employee of the NBM.
Mr. Vitalie Lemne was appointed as Member of the Supervisory Board of the National Bank of Moldova by the Decision of the Parliament of the Republic of Moldova No 215 of 20 July 2023.
Mr. Vitalie Lemne was born in 1983 in Chisinau, the Republic of Moldova. He graduated from the Academy of Economic Studies of Moldova, faculty of Finance and Banking with a bachelor’s degree in economics (2005) and holds a master’s degree in financial-banking management (2007).
At the date of his appointment, Mr. Vitalie Lemne has more than 20 years of experience in the banking, non-banking financial market and capital market. As of 2021, he holds the position of Deputy Chairman of the Board of the National Commission for Financial Markets, being responsible for the regulation, authorization and supervision of the non-banking financial market and the capital market of the Republic of Moldova.
Mr. Vitalie Lemne started his activity in 2002 as a supplier manager, cashier, and assistant to the accountant at the joint venture “Inforete” and “Sogese” SRL.
From 2005 to 2012 and 2013 to 2015 he worked at B.C. “Moldova-Agroindbank” S.A., where he held several positions: accountant, account officer for individuals, economist, credit officer, credit specialist, assistant customer relations director, customer relations director, senior corporate customer relations director. Subsequently, (2013-2018) coordinating manager corporate customer relations (member of the Credit Committee, rapporteur) in the corporate customer Department.
From 2012 to 2013 he held the position of financial director at SRL “Bio-Alianța”.
From 2015 to 2021 he worked at B.C. “Eximbank” S.A. (Gruppo Veneto Banca / Bank of Intensa Sanpaolo) as Head of the Credit Department.
During his professional activity, Mr. Vitalie Lemne has gained extensive knowledge and experience in the financial - banking and non-banking fields in the Republic of Moldova.
