National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Cea de-a 12-a ediție a Conferinței responsabililor de audit intern de la băncile centrale ale țărilor francofone a reunit la Chișinău reprezentanți din 15 state din Europa, Africa, America Centrală, America de Nord și Asia. Evenimentul se desfășoară în perioada 17-18 octombrie 2019, iar gazda oficială este Banca Națională a Moldovei (BNM).
Cristina Harea, viceguvernator al BNM, a menționat în deschiderea forumului: „Independența unei bănci centrale este condiția primară a eficacității acesteia pentru atingerea obiectivelor de bază în materie de politică monetară, supraveghere bancară și stabilitate financiară. Dar, nu putem susține principiul independenței unei bănci centrale fără să oferim asigurări publicului, în ceea ce privește capacitatea băncii centrale de a implementa un control intern eficient, un audit intern responsabil și o transparență ireproșabilă a conturilor și deciziilor sale.”, a subliniat Cristina Harea.
La rândul său, Serge Casseri, prim-consilier al Ambasadei Franței în Republica Moldova, a declarat că francofonia în Republica Moldova nu se limitează la cadrul școlar, universitar sau cultural. „ Această conferință arată că francofonia, de asemenea, este viabilă pe scena economică și financiară, susținută, în special prin acțiunile Camerei de comerț și industrie Franța-Moldova, prin întreprinderile francofone prezente în Moldova”, a spus Serge Casseri.
În continuare, Vadim Enicov, membru al Consiliului de supraveghere al BNM, a consemnat că o bancă centrală stabilă înseamnă o bancă integră, care poate să-și protejeze valorile etice și principiile de activitate și care propagă încredere pentru întreg sistemul bancar. „Gestionarea adecvată a riscurilor este accesibilă doar unui audit independent și eficient. Auditorul trebuie să aibă o gândire neîncorsetată, fără idei preconcepute”, a precizat oficialul.
În cadrul conferinței, participanții discută aspecte ale auditului intern în băncile centrale din perspectiva provocărilor existente, în special, rolul auditului intern în lupta anticorupție și cultivarea climatului de integritate instituțională, interacțiunea dintre auditul intern și cel extern, pun în discuție subiecte privind gestiunea procesului de audit și a riscurilor operaționale ca elemente ale guvernanței corporative.
La fel, experții împărtășesc practici și recomandări în materie de control intern cu referire la noile modele de guvernanță în băncile centrale, precum și la supravegherea publică independentă prin intermediul Consiliului de supraveghere și Comitetului de audit. De asemenea, sunt abordate tehnicile avansate de audit digital și analize de tip Big Data.
Prima conferință de acest gen și-a ținut lucrările în Franța în anul 2008. Republica Moldova a devenit membru cu drepturi depline al Organizației Internaționale a Francofoniei în 1995.
