National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

В январе 2016 года индекс потребительских цен (ИПЦ) за последние 12 месяцев составил 13.4%, что на 0.2 процентных пункта меньше уровня предыдущего месяца, однако превышая верхний предел интервала в ±1.5 процентных пункта от намеченной цели в 5.0%.
Впервые за последние 12 месяцев отмечено снижение роста годового уровня инфляции. Данная эволюция подтверждает последний прогноз НБМ о постепенном снижении годовой инфляции, в том числе из-за высокой базы сравнения в 2015 году.
Проведение денежной политики и далее остается под влиянием рисков и неопределенностей, связанных с внутренней и внешней средой. Внешние риски по отношению к инфляции остаются значительными, имея источником слабую экономическую деятельность стран европейской зоны и рецессию в Российской Федерации - основных внешних коммерческих партнеров Республики Молдова. Внешние риски распространяются посредством канала переводов населения и внешней торговли, воздействуя на снижение в краткосрочном периоде валютных доходов населения и местных экспортеров, что и отразится в последующей динамике инфляции. В то же время, основные внутренние риски связаны с отсрочкой одобрения фискальной политики на 2016 год с точки зрения проведения фискальной политики.
Инфляционные риски, связанные в большей степени с обесцениванием национальной валюты в прошлом году, снижаются, однако продолжат проявляться в следующие периоды через цены на импортируемые товары и тарифы на регламентируемые услуги, увеличение акцизов на некоторые категории товаров, и впоследствии, посредством эффектов второго раунда, цен на прочие продукты и услуги. Однако, анализируя баланс рисков, ожидается процесс постепенного снижения годового роста цен с возвращением инфляции в интервал варьирования в ± 1.5 процентных пункта от цели инфляции в 5.0% в III триместре 2017.
