National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.

The Governor of the National Bank of Moldova, Octavian Armașu, proposes to the Parliament the appointment of Constantin Șchendra and Maia Pîrcălab as deputy governors, in connection with the expiration of the mandates of two deputy governor positions.
Constantin Șchendra and Maia Pîrcălab have a rich experience in the financial and banking field, and over the last few years, they are working at the National Bank. When selecting them, the criteria set in the Law on the National Bank of Moldova were exclusively taken into account: professional integrity, a good reputation, experience in the field, etc.
Constantin Șchendra has been the director of the Banking Supervision Department since 2018, during this period he participated in the reform of the banking sector and contributed to the establishment of good governance in licensed banks of the Republic of Moldova. He graduated from the Academy of Economic Studies of Moldova and holds the Certificate in Internal Auditing for Financial Institutions, etc. Thus, Constantin Șchendra has extensive experience in auditing financial statements in accordance with International Financial Reporting Standards (IFRS) and National Accounting Standards (SNC), being involved in various audit missions, including in the financial and banking field.
Maia Pîrcălab has a law degree and has over 30 years of experience, mainly in the banking sector. Since 2018, she has been working in the NBM, and since May 2020 she holds the position of director of the Regulation and Authorization Department. Maia Pîrcălab ensured the implementation of important reforms in the domestic banking sector, by developing regulations, recommendations and methodologies on prudential banking, foreign exchange and bank accounting, as well as examining and applying the documents and principles of the BASEL Committee and the European Union etc. She has also adapted prudential banking regulations to European rules.
"Both candidates joined the NBM team during the period of deep reform of the banking sector and showed professional integrity, diligence and initiative in exercising their duties. In addition, they are politically unaffiliated - an important criterion that was taken into account. I hope that the deputies will support the proposed candidacies, because it is important for the National Bank to remain an independent institution and to continue the reforms ", said the NBM governor, Octavian Armașu.
The deputy governor mandate shall be valid for a period of seven years.
