National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Modernizarea sistemului a cuprins componenta de software și hardware a SAPI și a inclus separarea logică a sistemului de decontare pe baza brută în timp real (DBTR) şi a sistemului de compensare cu decontare pe bază netă (CDN). Suplimentar, a fost creată o nouă posibilitate de gestiune a limitelor de lichiditate de către participanți, migrarea la un format mai avansat al mesajelor de plată (ISO 20022), precum și înlocuirea platformei hardware. Aceste schimbări vor asigura o creștere scontată a performanței sistemului.
Funcționalitățile noi ale SAPI oferă un grad superior de automatizare întregului lanț de plăți – de la inițierea acestora de către plătitor, până la recepționarea mijloacelor bănești de către beneficiar. Avantajele modernizării urmează să fie resimțite și apreciate, la fel, de utilizatorii serviciilor de plăți în lei moldovenești – persoanele fizice și cele juridice.
Potrivit Conceptului de dezvoltare a domeniului de plăți din Republica Moldova, modernizarea SAPI reprezintă o primă etapă a acțiunilor ce urmează a fi întreprinse de BNM, care va fi urmată de etapa a doua – implementarea la nivel național a plăților instante.
Proiectele sunt orientate spre dezvoltarea domeniului de plăți din Republica Moldova. Acestea urmăresc scopul de a facilita modernizarea serviciilor de plăți și de a oferi comunității financiare un sistem de plăți ce înglobează atât infrastructuri de înaltă performanță, cât și instrumente de plată moderne care ar corespunde necesităților consumatorilor.
SAPI a fost implementat în anul 2006 și este administrat și operat de BNM. În anul 2021, prin intermediul SAPI a fost procesat un volum total de 13,8 milioane tranzacții în valoare de 1083 miliarde lei, majorându-se atât ca număr (9,8 la sută), cât și ca valoare (0,7 la sută) comparativ cu anul 2020. Volumul mediu zilnic al operațiunilor în SAPI a constituit 54,6 mii de tranzacții în valoare de 4,3 miliarde lei.
Pe parcursul anului 2021, disponibilitatea medie a sistemului pentru participanți a constituit 99,9 la sută, ceea ce ilustrează capacitatea înaltă de utilizare a SAPI, fără întreruperi sau incidente, pe durata programului de funcționare.
