National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

На заседании 26.10.2023 года, Исполнительного комитета Национального банка Молдовы (НБМ), было принято решение об отмене введенной в мае 2022 года меры по увеличению буфера системного риска для подверженности банков кредитному риску, связанному с физическими лицами-резидентами, за исключением физических лиц, осуществляющих предпринимательскую деятельность и, следовательно, о смягчении требований к капиталу, применяемых к банкам, путем отмены увеличенной на 2 процентных пункта ставки буфера системного риска для вышеупомянутых рисков.
Мера ужесточения была применена в прошлом году в ответ на возрастающую концентрацию подверженностей банковского сектора перед физическими лицами и учитывая высокую чувствительность данной категории заемщиков в условиях значительного цен на энергоносители и ускоренного роста инфляции, что может привести к увеличению случаев несоблюдения финансовых обязательств перед кредитором, и, вследствие, привести к ухудшению качества банковских активов.
Решение о смягчении принято в контексте, в котором условия, определившие введение повышенной ставки буфера системного риска были преодолены, а показатели кредитного качества (проблемные кредиты, просроченные кредиты) постепенно возвращаются к положительной динамике, в то время как дезинфляционные условия на национальном и региональном уровне обусловят снижение ставок по кредитам с плавающей процентной ставкой, а также менее негативное влияние на реальные доходы населения.
Принимая во внимание вышеизложенное, был сделан вывод, то выполняются все необходимые условия для смягчения упомянутого выше требования к капиталу, а освобождение буфера обеспечит банки дополнительным капиталом, в том числе для кредитования.
Постановление Исполнительного комитета НБМ № 210/2023 об отмене постановления Исполнительного комитета № 98/2022 об увеличении буфера системного риска для подверженности банков кредитному риску, связанному с физическими лицами-резидентами, вступает в силу со дня публикации в Официальном мониторе Республики Молдова.
Таким образом, банки должны поддерживать комбинированные требования к буферу, которые включают требование о буфере сохранения капитала (2,5% от общей суммы подверженности риску) плюс требование о буфере системного риска (1% от суммы подверженностей, расположенных в Республике Молдова), а также, по необходимости, требования буфера O-SII.
