National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.

National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.

National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Reformele desfășurate în ultimii trei ani în sectorul bancar din Republica Moldova sunt apreciate pozitiv de FMI. Despre aceasta se menționează în comunicatul emis de această instituție pe 11 martie 2020, după ce Consiliul de Directori Executivi al FMI a finalizat ultima evaluare a Programului Republicii Moldova, susţinut prin Mecanismul extins de creditare (ECF) şi Mecanismul de finanţare extinsă (EFF).
„Autoritățile moldovene au finalizat cu succes un program de trei ani sprijinit de Fondul Monetar Internațional”, se arată în comunicat.
Conducerea FMI a calificat drept cuprinzătoare reformele din sectorul bancar, care au vizat cea mai mare parte a programului țării noastre cu această instituție internațională, constatând reabilitarea sistemului bancar și consolidarea guvernanței în sectorul financiar, în susținerea stabilității financiare.
Astfel, oficialii FMI au menționat că au fost obținute progrese semnificative în reformarea sectorului bancar de la noi, inclusiv transparentizarea acționariatului băncilor, îmbunătățirea cadrelor de supraveghere și reglementare, consolidarea sistemelor de siguranță financiară ș.a. De asemenea, conducerea FMI a caracterizat regimul de țintire a inflației de către Banca Națională a Moldovei drept unul adecvat și a subliniat importanța independenței BNM în exercitarea mandatului său.
„Majoritatea angajamentelor asumate de Republica Moldova în cadrul acordului cu FMI au vizat sectorul bancar. Astfel, BNM a pornit ferm pe calea realizării unui amplu proces de reforme care s-au axat pe respectarea standardelor înalte de integritate, imparțialitate, profesionalism și responsabilitate. Doar pe această cale putem perfecționa încontinuu mecanismele de administrare a băncilor și transparentizare a acționariatului acestora, asigurând funcționarea unui sector bancar eficient, credibil și stabil”, afirmă guvernatorul BNM, Octavian Armașu.
Programul cu Republica Moldova a fost aprobat de FMI pe 7 noiembrie 2016 pentru o perioadă de trei ani. Finanțarea a avut loc prin două instrumente de creditare: Mecanismul de finanțare extinsă (EFF) și Mecanismul extins de creditare (ECF), pentru o sumă totală de 129,4 milioane de drepturi speciale de tragere (circa 183,1 milioane de dolari SUA).
