National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Guvernatoarea Băncii Naționale a Moldovei (BNM), doamna Anca Dragu, a avut o întrevedere bilaterală cu vicepreședintele Autorității de Supraveghere Financiară din România (ASF), domnul Sorin Mititelu. În cadrul întrevederii a fost abordat subiectul dinamicii cooperării bilaterale, consolidate prin Memorandumul de Înțelegere semnat la data de 8 august 2025, care stabilește un cadru activ pentru schimbul de informații și acordarea de asistență tehnică în domeniile reglementării, autorizării și supravegherii pieței de asigurări. Guvernatoarea BNM a exprimat recunoștința pentru sprijinul acordat de experții ASF prin intermediul vizitelor de studiu și misiunilor de asistență tehnică care au avut loc pe parcursul anului 2025, concentrate pe transpunerea completă a cadrului european Solvabilitate II în cadrul legislativ național, implementarea cadrului de redresare și rezoluție în asigurări, precum și consolidarea capacităților instituționale în ceea ce privește supravegherea societăților de asigurare.
Totodată, a fost evidențiată importanța Protocolului de colaborare multilateral semnat în decembrie 2024 între BNM, ASF, CNPF, ASEM și Institutul de Studii Financiare, destinat susținerii programelor de cercetare și implementării cadrului național de educație și incluziune financiară.
„Cooperarea strânsă cu Autoritatea de Supraveghere Financiară din România reprezintă un sprijin neprețuit în efortul nostru continuu de a alinia piața financiară și pe cea de asigurări la normele și exigențele europene. Experiența transferată de colegii din România accelerează reformele structurale și aduce un plus de stabilitate și credibilitate sectorului nebancar din Republica Moldova. România rămâne nu doar cel mai important partener economic și comercial al nostru, ci și o ancoră de securitate instituțională și un susținător ferm al integrării noastre în Uniunea Europeană”, a declarat doamna Anca Dragu.
În cadrul întrevederii, conducerea BNM a subliniat că mediul macroeconomic din Republica Moldova rămâne stabil, cu un sector financiar rezilient și riscuri gestionate prudent. A fost reafirmat angajamentul ferm al BNM de a continua armonizarea legislației naționale cu acquis-ul Uniunii Europene și de a adopta cele mai bune practici internaționale în sectorul financiar, pentru a susține parcursul de integrare europeană al țării.
Vizita vicepreședintelui Sorin Mititelu la Chișinău a avut loc în contextul participării sale la cea de-a doua ediții a Conferinței Internaționale Anuale organizate de BNM în parteneriat cu Banca Națională a României și Banca Franței. Prezența și experiența reprezentantului ASF în calitate de vorbitor în cadrul evenimentului au fost înalt apreciate de conducerea BNM, reconfirmând nivelul cooperării dintre cele două instituții.
