National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank is exclusively responsible for the licencing, supervision and regulation of financial institutions activity.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank of Moldova is an autonomous public legal entity and is responsible to the Parliament.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

The Governor of the National Bank of Moldova (NBM), Ms Anca Dragu, held a bilateral meeting with Mr Sorin Mititelu, Vice-President of Romania’s Financial Supervisory Authority (ASF). The meeting addressed the development of bilateral cooperation, strengthened by the Memorandum of Understanding signed on 8 August 2025, which establishes an active framework for the exchange of information and the provision of technical assistance in the areas of regulation, authorisation and supervision of the insurance market. The NBM Governor expressed her appreciation for the support provided by ASF experts through study visits and technical assistance missions carried out throughout 2025, focusing on the full transposition of the European Solvency II framework into the national legislative framework, the implementation of the insurance recovery and resolution framework, and the strengthening of institutional capability in the supervision of insurance companies.
The meeting also highlighted the importance of the multilateral cooperation protocol signed in December 2024 between the NBM, ASF, the National Commission for Financial Markets (NCFM), the Academy of Economic Studies of Moldova (ASEM) and the Institute of Financial Studies, aimed at supporting research programmes and the implementation of the national financial education and inclusion framework.
“Close cooperation with Romania’s Financial Supervisory Authority represents invaluable support in our ongoing efforts to align the financial and insurance markets with European standards and requirements. The expertise shared by our colleagues from Romania is accelerating structural reforms and bringing greater stability and credibility to the Republic of Moldova’s non-banking sector. Romania remains not only our most important economic and trading partner, but also an anchor of institutional security and a steadfast supporter of our integration into the European Union,” said Ms Anca Dragu.
During the meeting, the NBM Board emphasised that the macroeconomic environment in the Republic of Moldova remains stable, with a resilient financial sector and risks being managed prudently. The NBM’s firm commitment to continuing the harmonisation of national legislation with the acquis of the European Union and to adopting international best practices in the financial sector was reaffirmed, with a view to supporting the country’s European integration path.
Vice-President Sorin Mititelu’s visit to Chișinău took place in the context of his participation in the second edition of the Annual International Conference organised by the NBM in partnership with the National Bank of Romania and the Banque de France. The participation and expertise of the ASF representative as a speaker at the event were highly appreciated by the NBM Board, reaffirming the level of cooperation between the two institutions.
