National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.

National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Meeting in the context of the NBM holding the chairmanship of the Governing Board of the Center of Excellence in Finance
The Governor of the National Bank of Moldova (NBM), Octavian Armașu, had a meeting with Jana Repanšek, Director of the Center of Excellence in Finance (CEF) in Ljubljana, Slovenia.
The meeting took place in the context of Octavian Armașu holding the position of Chair of the CEF Governing Board from June 2023 to June 2024. Thus, topics related to the governance of the Center were discussed.
At the same time, the activities carried out within the project "National Bank of Moldova - Institutional Transformation into a Learning Organization", which is in the process of implementation with CEF support, were also addressed.
This three-year project was launched in June 2023 and its objectives include the creation of an internal knowledge management and training function, internal capacity building for strengthening leadership skills within departments, the ability to develop and deliver online and on-demand training in accordance with the NBM professional competency model, etc.
The National Bank is the first institution in the region to benefit from this kind of project to which other interested institutions from the Republic of Moldova can also apply.
The Governor expressed his appreciation and gratitude for the valuable support provided by the CEF in the process of implementing the above-mentioned project, as well as for the trainings provided over the years, which contributed to the professional development of central bank employees.
CEF is an international organisation whose mission is to support professional capacity building, by training financial sector officials in Southeast Europe, https://www.cef-see.org/.
The Republic of Moldova joined CEF in 2015. Within the CEF Governing Board, the Republic of Moldova is represented by the Governor of the National Bank of Moldova and the Minister of Finance of the Republic of Moldova, who hold one vote each in the decision-making process.
In accordance with the internal procedures on CEF governance, the mandate of the Chairman of the CEF Governing Board is passed on automatically to all CEF member countries, in alphabetical order.
