National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Comitetul executiv al Băncii Naționale a Moldovei (BNM), prin Hotărârea nr.268 din 30.12.2021, a decis menținerea până la 31 decembrie 2022 a ratei majorate cu 2 puncte procentuale a amortizorului de risc sistemic. În consecință, începând cu 1 ianuarie 2022 cerințele față de nivelul amortizorului de risc sistemic se vor menține la nivelul similar celor în vigoare pe parcursul anilor 2018-2021.
Toate băncile urmează să se conformeze cerințelor privind nivelul amortizorului de risc sistemic și să mențină, pe baza individuală, un amortizor format din fonduri proprii de nivel 1 de bază egal cu 1,0% din cuantumul total al expunerilor situate în Republica Moldova (aprobat prin HCE nr. 287/2020).
Rata amortizorului de risc sistemic majorată cu 2 puncte procentuale (până la nivelul de 3% din cuantumul total al expunerilor situate în Republica Moldova) se va aplica băncilor al căror capital este deținut, direct și/sau indirect, în proporție de peste 50% cumulativ, de către persoane care întrunesc oricare din următoarele criterii:
Hotărârea Comitetului executiv al BNM intră în vigoare la 1 ianuarie 2022.
Considerând faptul că cerințele actuale privind amortizorul de risc sistemic se mențin la nivelul anilor 2018-2021, dar și că toate băncile respectă cerințele de capital, inclusiv cerința privind amortizorul combinat, s-a considerat că menținerea cerinței majorate a ratei amortizorului de risc sistemic nu va implica efecte negative disproporționate asupra sistemului financiar, în ansamblu sau în parte, formând sau creând un obstacol pentru funcționarea pieței interne.
Capitalul reprezintă pilonul de bază al stabilității unei bănci, iar menținerea unui capital adecvat, atât la nivel cantitativ cât și din punctul de vedere al calității, trebuie să fie un obiectiv primordial al băncilor, atingerea căruia va asigura buna funcționare a acestora și menținerea încrederii deponenților în bancă și în întregul sector bancar.
