The Governor of the National Bank of Moldova (BNM), Octavian Armașu, has presented today the new director, Victor Martinenco, to the staff of the Single Central Depository (SCD). The appointment takes place in the context in which Alexandru Savva has reached the end of his mandate.
The Governor of the central bank noted the importance of continuing the reforms implemented to maintain financial stability and the development of the capital market in the Republic of Moldova.
In turn, Victor Martinenco assured that together with the team of professionals of the SCD, will make continuous effort to raise to high standards the services provided to investors, issuers of financial instruments and participants in the capital market. “We shall optimize the issuing mechanisms, registration and transfer of securities; we shall strengthen the internal regulatory framework related to compliance policies and procedures, risk management, internal control, continuity and information security; we shall contribute to further develop the required infrastructure in order to draw the interest of foreign investors to the capital market of the Republic of Moldova, alongside with the National Bank of Moldova, the National Commission of Financial Markets, the Stock Exchange of Moldova and other government authorities”, emphasized the new director of SCD.
Before the appointment, Victor Martinenco held the position of the principal expert of the Payment Systems Supervision Division within the Department of Payment Systems of the NBM, being also a member of the Supervisory Board of the Single Central Depository of Securities, and previously has held several positions at the Ministry of Finance.
The Single Central Depository of Securities is an institution that registers, records and settles corporate securities, state securities and NBM instruments. Since 2021, the Single Central Depository of Securities (SCD) is a full member of the European Association of Central Depositories (ECSDA) – a prestigious international organization of the most important players in the market for transfers of financial instruments.
