Press release on the establishment of the O-SII buffer rates, March 2022



Under the Law no. 202 of 6 October 2018 regarding bank activity, the Executive Board of the National Bank of Moldova (NBM) has established banks that are Other Systemically Important Institutions (O-SII) from Republic of Moldova as of 31 December 2021:

1. BC „MAIB” S.A.
2. BC „Moldindconbank” S.A.
3. B.C. „VICTORIABANK” S.A.
4. OTP Bank S.A.

For the above-mentioned banks identified as O-SII, the respective O-SII buffer rates were set as follows:

  •  1.5% for BC „MAIB” S.A.
  •  1.0% for BC „Moldindconbank” S.A.
  •  1.0% for B.C. „VICTORIABANK” S.A.
  •  0.5% for OTP Bank S.A.

The decision on O-SII buffer rates is based on studies and analyses performed by NBM, aiming to identify systemically important institutions. The frequency at which NBM revises the rate of O-SII buffer is annual.
The decision of the Executive Board of NBM no.35 of 03 March 2022, regarding the establishment of banks that are Other Systemically Important Institutions from Republic of Moldova and the respective O-SII buffer rates shall enter into force at the date of publishing in the Official Monitor of the Republic of Moldova.
