National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.
Financial stability is achieved by strengthening the resilience of the financial system, limiting the contagion effect and reducing the accumulation of systemic risks, thus contributing to the sustainability of the financial sector and economic growth.
National Bank shall have the exclusive right to issue on the territory of the Republic of Moldova banknotes and coins as legal tender, as well as commemorative and jubilee banknotes and coins as legal tender and for numismatic purposes.
National Bank of Moldova acts as banker and fiscal agent of the State and shall receive from state bodies economic and financial information and documents, which are necessary for carrying out its tasks.
National Bank shall inform the public on the monetary policy strategy on the results of the macroeconomic analysis, the evolution of the financial market and on statistics, including with regard to monetary supply, crediting, balance of payments and the state of the foreign exchange market.
National Bank of Moldova is responsable for the compilation of the balance of payments, international investment position and the statistics of the external debt of the Republic of Moldova.

Semnarea Memorandumului de înțelegere dintre Banca Națională a Moldovei și Banca Lituaniei
Banca Națională a Moldovei (BNM) a semnat un nou Memorandum de Înțelegere cu Banca Lituaniei (Lietuvos bankas). Documentul prevede continuarea cooperării bilaterale, prin schimb de informații și experiență în domenii precum reglementarea și supravegherea pieței financiare, guvernanța băncii centrale, conlucrarea aferentă integrării europene și alte domenii de interes.
Guvernatorul Octavian Armașu a declarat că prin încheierea acestui acord este marcată trecerea la o nouă etapă de colaborare cu unul din principalii parteneri ai BNM – banca centrală a Lituaniei.
„Având la bază o bună experiență de cooperare dintre BNM și Banca Lituaniei, și luând în considerare faptul că anul trecut Moldova a obținut statutul de țară candidat pentru aderarea la UE, băncile noastre centrale au decis să actualizeze cadrul bilateral de cooperare, prin semnarea unui nou memorandum”, a precizat Octavian Armașu.
La rândul său, guvernatorul bāncii centrale a Lituaniei, Gediminas ŠIMKUS, a declarat că semnarea memorandumului va contribui la aprofundarea colaborārii între cele două instituții:
„Cooperarea noastră a devenit mult mai puternică în ultimii ani, timp în care a avut loc un volum imens de schimb de experiență. Moldova și Lituania sunt niște economii mici și deschise care trebuie să fie reziliente pentru a putea face față tutror provocărilor și crizelor”, a menționat Gediminas ŠIMKUS în cadrul festivitātii de semnare a memorandumului.
Primul memorandum dintre BNM și Banca Lituaniei a fost încheiat în anul 2017, BNM beneficiind de asistența unor înalți consilieri pentru sectorul bancar din Banca Lituaniei. In prezent, BNM participā la un proiect Twinning pentru consolidarea supravegherii, guvernanței corporative și a gestionării riscurilor în sectorul financiar, care se derulează în perioada 2021-2023 cu suportul a 3 bănci centrale din UE, printre care și Banca Lituaniei.
Semnarea unor acorduri de colaborare cu băncile centrale ale statelor europene se înscrie în eforturile BNM pentru alinierea legislației și a cadrului de funcționare a sistemului financiar național la cerințele Uniunii Europene.
Gediminas Šimkus, presedinte al Consiliului Lietuvos bankas si membru al Consiliului de Guvernare al Băncii Centrale Europene, a vizitat Chișinăul pe data de 21 martie 2023, fiind invitat al primului Forum de educație financiară din Republica Moldova organizat de BNM.
