National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Raport de evaluare a stabilității financiare, trimestrul II 2026
Ca urmare a analizelor și studiilor efectuate la situația de la finele trimestrului II 2026, s-a constatat un nivel adecvat de reziliență la riscul din sectoarele analizate, caracterizat de mai multe dimensiuni ale riscurilor.
Indicele de stres financiar a constituit 0,39, sub pragul de stres stabilit de 0,51, reflectând condiții de funcționare normale în sistemul financiar. Nivelul de vulnerabilitate a sectorului bancar s-a situat la -0,34, sub pragul de vulnerabilitate, ceea ce denotă absența acumulării riscurilor sistemice.
Riscul de contagiune directă este apreciat ca fiind „scăzut”, având în vedere că ponderea majoră a plasărilor interbancare este deținută în băncile din străinătate. Rețeaua interbancară, deși relativ concentrată, nu prezintă semne de tensiune sistemică, iar riscurile asociate interconectărilor sunt limitate. Totodată, cazuri de concentrare sectorială sporită a creditelor nu au fost identificate. Expunerea băncilor față de instituțiile financiare nebancare a reprezentat echivalentul a 3,7% din portofoliul total al băncilor.
Conform opiniei băncilor, exprimate în cadrul sondajului privind creditarea bancară, standardele de creditare s-au înăsprit atât în cazul creditelor acordate societăților nefinanciare, cât și în cazul creditelor acordate populației, iar cererea de credite a înregistrat o majorare.
Fluxul creditelor imobiliare noi a înregistrat o diminuare cu 5,5% față de perioada similară a anului precedent și cu 22,9% comparativ cu trimestrul precedent, însumând 2 951,8 mil. MDL. Fluxul creditelor noi de consum a crescut cu 16,2% față de perioada similară a anului precedent și cu 20,7% față de trimestrul precedent, totalizând 5 119,7 mil. MDL.
Profilul de risc al debitorilor-persoane fizice se menține prudent, 78,2% din creditele noi acordate persoanelor fizice au înregistrat un raport dintre serviciul datoriei și venituri (RSDV) sub 40% și 96,9% un RSDV sub limita de 55%. De asemenea, 95,1% din creditele noi ale persoanelor fizice au înregistrat un raport dintre credite și garanții (RCG) sub 80%.
Piața imobiliară rezidențială marchează o scădere ușoară a prețurilor. Indicele prețului bunurilor imobile rezidențiale (RPPI), calculat în baza prețurilor de ofertă, a înregistrat valoarea de 230,5%, fiind în descreștere cu 1,1% față de trimestrul I 2026 și în creștere cu 3,8% față de trimestrul II 2025.
Riscul de credit rămâne principalul risc la care sunt expuse băncile. În cadrul analizei de senzitivitate a ratei fondurilor proprii la înrăutățirea calității creditelor, s-a constatat că ramura care ar avea cel mai mare impact asupra erodării ratei fondurilor proprii, în condițiile eventualei creșteri a creditelor neperformante, conform standardelor prudențiale, ar fi ramura aferentă creditelor acordate pentru imobile/procurarea și construcția acestora și ramura aferentă creditelor acordate comerțului. Totodată, băncile se mențin pe o poziție rezistentă în raport cu riscul de lichiditate, dispunând de rezerve solide de active lichide care le permit să facă față potențialelor situații de criză.
În concluzie, condițiile actuale nu semnalează vulnerabilități sistemice sau un risc sistemic excesiv. Evaluările realizate reflectă o capacitate adecvată de absorbție a șocurilor de către instituțiile financiare supravegheate.
