National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Исполнительный комитет Национального банка Молдовы (НБМ) принял единогласное решение о снижении базисной ставки, применяемой по основным краткосрочным операциям денежной политики на 0,25 процентных пункта, до 2,75% годовых. Это решение является стимулирующим и направлено на достижение основной цели Национального банка, а также для поддержания процесса кредитования для поддержки внутреннего совокупного спроса и, следовательно, национальной экономики.
Решение было принято в условиях, когда динамика потребительских цен определяется дефляционным давлением, проявляющимся как во внутренней, так и внешней среде. Это связано, с одной стороны, с сохранением негативных последствий совокупного спроса, снижением регулируемых тарифов на электроэнергию, повышением курса национальной валюты, а с другой стороны, с более низкой динамикой цен на международные энергетические и продовольственные ресурсы и снижением экономической деятельности на мировом уровне.
На заседании также было принято решение снизить процентные ставки по кредитам овернайт до 5,25% годовых и по депозитам овернайт - до 0,25% годовых.
Что касается нормы обязательных резервов за счет привлеченных средств в свободно конвертируемой валюте, то она будет увеличена на 1,5 п. п., до 30,0% от расчетной базы для периодов применения 16 октября - 15 ноября 2020 года и 16 ноября - 15 декабря 2020 года, соответственно. Решение уравновесит и в дальнейшем применение этого инструмента денежно-кредитной политики для оптимизации финансового посредничества в банковском секторе и укрепит механизм трансмиссии денежной и валютной политики.
Таким образом, НБМ использует весь арсенал инструментов денежно-кредитной политики для удержания инфляции в диапазоне 5,0% годовых, обусловленного и устойчивой экономической активностью, но для поддержки и усиления этого эффекта необходимы и другие меры стимулирования, в том числе фискальные, бюджетные, структурные и др.
Сегодняшнее решение было принято на основе последних данных, которые подтвердили основные предположения и выводы, отраженные в Обзоре инфляции № 3 за 2020 год. В то же время на фоне вышеупомянутого усиления дезинфляционного давления не исключено падение инфляции ниже вариации ± 1,5 п. п. от целевого показателя 5,0%, который сохранится до конца следующего года.
НБМ постоянно отслеживает макроэкономическую ситуацию, вызванную последствиями пандемии, и, в должное время, не ставя под угрозу свою основную цель обеспечения стабильности цен, примет необходимые меры для поддержания достаточного уровня ликвидности для лицензированных банков в поддержку жизнеспособной и стабильной банковской системы.
Следующее заседание по продвижению денежно-кредитной политики состоится 30 октября 2020 года согласно опубликованному графику.
