National Bank and the members of its decision-making bodies shall be independent in exercising the tasks conferred upon them by law, and shall neither seek nor take instructions from public authorities or from any other authority.
In order to ensure and maintain price stability over the medium term, the National Bank’s aim will be to keep inflation (measured by Consumer Price Index) at the level of 5.0 percent annually with a possible deviation of ± 1.5 percentage points, considered to be optimal for growth and development of Moldova's economy over the medium-term.

Недавний анализ и оценка макроэкономических данных, связанных с внешней и внутренней средой, особенно в результате повышения инфляции в последний период, определили Исполнительный комитет Национального банка Молдовы воссоединится на чрезвычайном заседании. На нем было единогласно было принято решение об увеличении базовой ставки, применяемой к основным среднесрочным операциям денежной политики, на 2,0 процентных пункта, до 8,50% годовых. В то же время увеличатся на 2,0 процентных пункта ставки по кредитам и депозитам овернайт до 10,50 и, соответственно, 6,50% годовых.
В то же время увеличится норма обязательных резервов от средств, привлеченных в молдавских леях и неконвертируемой валюте, начиная с периода применения обязательных резервов 16 февраля – 15 марта 2022 года, на 2,0 процентах пункта, и устанавливается в размере 28,0% от расчетной базы. Норма обязательных резервов из средств, привлеченных в свободно конвертируемой валюте, остается неизменной.
Конфигурация денежной политики направлена на снижение инфляционных давлений, чтобы снизить влияние шоков на экономику для ее быстрейшего восстановления. К данным мерам прибегают центральные банки, которые на фоне интенсификации инфляции на мировом уровне пересматривают свои прогнозы в смысле роста для следующих кварталов.
Увеличение инфляции последнего периода обозначает уязвимость внутреннего инфляционного процесса к событиям внешней среды, объясняет увеличение инфляции последнего периода, которое в основном связано с шоками предложения с точки зрения роста международных и региональных цен на продукты питания, энергоресурсы и другое сырье, с последствиями на импортные цены. В то же время давления на инфляцию проявляются со стороны роста доходов и потребительского кредитования, которые поддержали увеличение подкомпонентов базовой инфляции, а также цен на продукты питания. В этом контексте вновь выданные кредиты в национальной валюте сохранили тенденцию роста и в декабре 2021 года, в близи исторического максимума, их объем увеличившись на 46,7% в годовом выражении.
Таким образом, увеличение базовой ставки в сочетании с увеличением обязательных резервов направлено на снижение темпов роста потребительских кредитов, которые в настоящее время имеют сильное проинфляционное воздействие и в то же время оказывают давление на текущий счет платёжного, торгового баланса и на обменный курс.
Национальный банк Молдовы продолжит внимательно отслеживать события во внутренней и международной среде и готов к привлечению необходимых мер для выполнения основной цели по обеспечению стабильности цен.
